The venues program flows from government to appointed head contractors — who each build and manage their own approved supplier panels, independently.
Unite32 (Laing O'Rourke + AECOM) was appointed Delivery Partner by GIICA in December 2025, covering 17 venues. For Victoria Park Stadium, two JVs are ECI finalists (April 2026): BESIX Watpac–John Holland, and Built–Sacyr.
Lendlease leads the Athletes Village and Brisbane Showground precinct.
Here's the catch most contractors miss. GIICA's direct contracts run through the Queensland Government's formal prequalification system — but most contractors won't deal with GIICA directly. They subcontract to a Tier 1, and each Tier 1 sets its own panel bar. Brisbane 2032 doesn't mandate ISO certification at that level — the Tier 1s do for identified scopes. It's how they verify your safety commitment before you're on a Games site.
